Moscow Polytech is elaborating a university‘s development program until 2036 within the framework of “Priority 2030”
In the beginning of 2025, the Ministry of Science and Higher Education of Russia announced changes to the Priority–2030 Program. The program will focus on the achievement of technological leadership. Moscow Polytech is actively working over actualization of its development program taking into account the renewed strategic documents about the national goals, scientific and technical development, and the priority science – intensive technologies. The defense of the renewed development program will be held fr om March 10 – to March 15.
In the end of January, 15 national universities presented their projects at the pitch-session to the leading experts of business and institutions. While opening the event, Valery Falkov, Minister of the Ministry of Science and Higher Education, outlined the tasks that the universities face today.
“The universities have two global challenges. The first one is training of highly qualified personnel. Today we realize that it is necessary to train engineers not only for the existing demands of the economy, but also to look far into the future. The second challenge is, of course, providing technological leadership of Russia. And the universities are the places wh ere they not only teach but also actively develop applied and fundamental sciences,” - said Valery Falkov.
Dmitry Zauers, Deputy Chairman of the Management Board of “Gazprombank”, which is a strategic partner of the Ministry of Science and Higher Education, noted:
“At present, our country faces great challenges related to the technological leadership and technological entrepreneurship. In the framework of restarting the program “Priority-2030”, we are looking to find such a format of interaction, in which the state, business and universities will manage to understand each other, to unite and elaborate common approach to launching, funding and developing joint projects”.
It was decided to scale up the approaches to project evaluation developed at the pitch session in the Priority 2030 program for 140 universities participating in the program.

On February 17, “SocioCenter” (Operator of the program “Priority – 2030”) launched a series of webinars for the program participants. At the webinars, they discuss new evaluation metrics and target indicators of the efficiency of the participation in the program.
“Technological leadership is becoming a cornerstone of our work. We must not just catch up, but get ahead, creating breakthrough technologies and products, and become competitive in the global market. For achieving this ambitious goal, we reconsider approaches to the evaluation of efficiency and funding the program “Priority – 2030,” - informed Director of the Department of Coordination of Activity of Educational Entities of the Ministry of Science and Higher Education of Russia Viltaly Grishkin.
In addition to the assessment of the Russian Academy of Sciences, projects and achievements of universities participating in the program “Priority – 2030” will undergo technological expert assessment. While assessing implementation of development programs of universities, the accent will be made on evaluating the target model of a university, its relevance to the technological leadership program; on efficiency and quality of management system; on capability of a university to create global competitive science-intensive technologies and products and on the system of personnel training.
Until February 28, the universities, participating in the program “Priority-2030”, will update their development programs, and then they will get down to preparation of the presentations at the Council, which are relevant to the support of the development programs of educational entities of higher education in the framework of implementation of the program of strategic academic leadership
Reference: the state program of universities support “Priority -2030” was launched in 2021. The program allows concentrating resources to ensure the contribution of Russian universities to achieving national goals of development of the Russian Federation for the period of up to 2030, increasing scientific and educational potential of universities and scientific organizations, ensuring their involvement in social and economic development of the regions of the Russian Federation.
