Moscow Polytechnic University, University Staff and Students Union, and the United Student Council have extended their tripartite agreement, which outlines the rights and responsibilities delegated by the University administration to students. In 2026, a number of large-scale changes have been made to the document – two new sections have been added at once. Thus, the parties have resolved to strengthen the role of students in the educational process, the integration of international students, and the promotion of University values.
The upd ated agreement was signed on June 10 by University Rector Vladimir Miklushevskii, University Staff and Students Union Chairman and Student Activists.
"Today, we are continuing the journey we started three years ago. In 2023, we signed our first trilateral agreement. At that time, it was a bold - even unique - step for Russian higher education. Three years have passed. The figures, evidence, and, most importantly, the tangible results have provided a clear answer: what we se t out in the agreement has been achieved, and it is exactly what a university of the future needs. Looking ahead, new challenges and new responsibilities await us, and we will address them as equal partners," noted Vladimir Miklushevskii.
"The trilateral agreement is a document built on trust and on the opportunities available to each of us. We are on equal footing here, working toward the same goals that drive our University forward. I hope that over the next three years, we will continue to move at the same pace and develop our Moscow Polytechnic University together," shared Nikolay Nitkin, Chairman of the Moscow Polytech Trade Union.
The new edition places special emphasis on student dormitories. Student representative bodies have been granted the authority not only to participate in residence inspections and community improvement projects but also to initiate projects for facilities modernization , as well as propose student relocations (both for conflict resolution and as a recognition of outstanding contibution). Furthermore, student councils now have the authority to approve dormitory modernization plans and promote a "zero-tolerance" policy regarding violations of residential rules.
The role of students in the work of the disciplinary commission has been significantly strengthened. Student self-governance bodies no longer merely attend meetings; they now prepare student assessments of violators for a comprehensive consideration of offenses. They also monitor the effectiveness of preventive work with students following the imposition of disciplinary sanctions.
Innovations have also extended to academic affairs. Students have gained expanded rights to participate in co-governance at the faculty, institute, and school levels. Representatives of the United Student Council will be delegated to academic councils and meetings with voting rights on issues regarding the quality of education. Moscow Polytech’s administration is required to review their proposals on the educational process, and student representatives are responsible for presenting annual public reports on their activities.
One of the key innovations is the creation of an adaptation system for international students. Under the new provisions, representative bodies will work with the International Office to develop plans to assist international students with academic, residential, and cultural issues. For this, advisory and methodological support from the University is provided.
The University has also restructured the Student Project Office. While previously it included only one student representative, it will now feature at least three from student associations, and the responsibility for finding grants and financial support for youth initiatives has been significantly strengthened.
Regarding financial incentives, representative bodies will now participate in working groups that form rankings of candidates for increased academic scholarships and collect feedback to address disputes in achievement assessments.
A separate clause has been added to the agreement including a norm on the joint promotion of the values, mission, and traditions of Moscow Polytech. Approval of the joint work plan and event budget now requires mandatory student involvement to ensure full transparency and publicity of the processes.
This version of the trilateral agreement will be valid until 2029 and has officially entered into force.
