Moscow Region Governor Andrey Vorobyov stressed that the region is building partnerships with resource-supplying organizations grounded in a common understanding of goals and technological solutions. According to the Governor, housing and utility companies perform essential work, and today the industry’s modernization relies on specific technologies that solve problems and save money.

Alexander Lomakin, First Deputy Minister of Construction, Housing, and Utilities of Russia, outlined the scale of the industry: 1 million kilometers of utility networks, 950,000 apartment buildings, 64,000 management companies, and over 2.5 million employees. He noted that the sector faces systemic challenges requiring comprehensive modernization.

Delivering a report at the forum, Kirill Lushin noted that the Moscow agglomeration is forging its own unique path.

“No one can teach us the ‘right’ way to do things. We cannot source new technologies elsewhere, not because they are withheld from us, but because they simply do not exist anywhere else. The Moscow agglomeration is approaching a population of 20 million, and in terms of heating degree days (essentially the severity of the climate), there is almost no comparable region. Moscow and the surrounding region are the coldest among all major metropolitan areas and the largest among all cold-climate ones. If there are competencies and solutions for operating under such conditions, they are to be found right here,” Lushin concluded.

He also highlighted that Moscow Polytech has for many years been successfully training specialists for the region’s resource-supplying organizations, serving both young professionals and current industry employees.
