Automotive Industry experts discussed strategy of industry development at Moscow Polytech
The workshop, which included technological and expert sessions, was dedicated to the development of the automotive industry and took place at Moscow Polytechnic University. The event, organized by the infrastructure center NTI “Autonet” of Moscow Polytech, was attended by employees of the university, representatives of various expert and business communities.
The session “Strategy 2035: Legal Mechanisms and Barriers to the Development of the Automotive Industry” was attended by the representatives of MADI (MARCSTU), NAMI, the “EvoCargo” company, the “NAPTO” (Association National Association of Motor Vehicle Maintenance and Repair Companies), the STM Research Center, the ANO Expert Law Center, the “Litaform” Joint Stock Company, the CIS CCC (Coordination Transport Conference of CIS members), experts fr om the all-Russian public organization “Opora Rossii”, among others.
The main topic of the open discussion was the draft strategy for the development of the Russian automotive industry until 2035 prepared by Minpromtorg (Ministry of Industry and Trade).
Andrey Keller, Deputy Director General of NAMI, started the session, having set the direction of the dialogue: «I hope that we will discuss the problems of the industry and the barriers facing the development of the automotive industry, and that we will be able to submit a certain expert position for decision-making by public administration bodies."
The session participants focused on basic and urgent problems that must be solved in order the project of the strategy of development of the Russian automotive industry until 2035 to be successfully implemented. In the course of discussion, in particular, it was noted that car sales have fallen in the country since the beginning of the year, and there is a problem with the rapid obsolescence of the fleet. Experts spoke about the lack of funding, highly qualified personnel, and other issues.
Following the discussion, the experts will prepare a resolution that will improve the draft strategy. In addition, the decision was made to form the group, which will deal with the development of proposals and draft edits, and submit them for consideration.
On the same day, Moscow Polytech hosted a scientific and technical workshop: "Regulatory and legal support for the introduction of autonomous vehicles". The issues in the sphere of unmanned vehicles were discussed.
The main barriers hindering development of unmanned vehicles, which were mentioned by experts, are the lack of new regulatory regimes for testing and the ability to carry out control exclusively in closed areas. In addition, it real opportunities of replenishing lacking parts and equipment were discussed.
Among recommendations on improvement of the situation in the drone market, the following was shared. Firstly, despite the fact that safety is the priority of unmanned vehicles, certain conditions will have to be sacrificed and to conduct tests on public roads for the sake of good drones in the future.
Secondly, it is necessary to form structures wh ere automobiles might be used for transportation and haulage activity. Thirdly, more attention should be paid to start-ups, as they are the ones, which have the chance to make an innovative breakthrough in the industry.
Conclusion of the day became a technological session within the framework of the Entrepreneurial Boiling Point “Regulatory support for the introduction of autonomous vehicle technologies”.
The participants dedicated the meeting to highly automated and autonomous wheeled vehicles, intelligent driver assistance systems, legal regulation in certification and experimental legal regimes in Russia and EU countries.
Special emphasis was placed on the possibilities of developing new services and products, and growth potentials of the NTI “Autonet” market in Russia.
The speaker was Sergey Shadrin, Doctor of Technical Sciences, professor of the Automobiles Department of MADI, the head of the department of developments BaseTracK, the developer of five unmanned vehicles of different degree of autonomy, as well as of intelligent driver assistance systems, being sold in the markets of Russia and Europe.
The audience learnt about the nuances of certification and operation of unmanned trucks in Russia on motorways. The expert also shared the expertize in the development and commercialization of energy efficient driving systems.
