Vladimir Miklushevskii took part in the 10th Gaidar Forum

The 10th Gaidar forum takes place in Moscow, and President of Moscow Poly Vladimir Miklushevskii took part in it.

The business breakfast of the forum was devoted to private investments in the school and university education. Participants discussed issues, related to investing in the Russian education. As on today, the sector of private investment in Russia is insignificant, while, for example, in the US private investments comprise almost 2/3 of the total costs per student.

The Minister of Enlightenment of the Russian Federation Olga Vasilyeva noted that the approach to investing in education in Russia should be formed on the basis of comprehensive support for the entire education system.

According to President of JSC “Managing Company “Prosveshcheniye” Vladimir Uzun, the main motivation for investments in education is to improve quality of education for children, rather than making a profit. An efficient mechanism for a possible return could be establishment as a closed unit investment fund, uniting the best practices in modern education. Such an approach could allow creation of a network of educational institutions with high standards. In addition, this network could attract private investments and small companies to the educational environment. An entrepreneur and a philanthropist Vadim Moshkovich agreed with him, reminding that investments in the school project for gifted children “Letovo” is a “moral debt“ of business. The investor mentioned as well, that the school is prepared to share its experience in shaping the standards of teachers’ professional retraining for the forming of skills beyond the academic ones.

On the whole, the participants agreed that the state financing solved major problems of mass education, while the large private funding of educational sector – its own tasks, and the endowment – its own ones. As on today, the largest endowments in Russia are foundations of Skoltech, the “Letovo” school, and, as well, endowments of the MGIMO University and the European University. At the same time, Rector of RANEPA Vladimir Mau stated that students of the Presidential Academy begin to visualize education as an investment, and due to this the demand for complicated programs has grown. While around 15 years ago there was a demand for the diploma as a result of a monetary input. According to the opinion of discussion participants, it is not worthwhile looking for direct patterns of growth and economic growth guarantees, because the time efficiency of investments depends on the type of education, where the injections are made.

The key event of the first day at the Gaidar Forum was the plenary discussion, where Chairman of the Government of the Russian Federation Dmitriy Medvedev made a presentation. He reminded to the participants the topic of the first Gaidar forum – “Russia and the world: challenges of the new decade”, having emphasized that it remains relevant. In particular, Prime Minister noted that over the past decade both developed and developing economies confronted various challenges, it concerned both countries with different social structures, different political systems and the world economy as a whole.

“The general trends create the global agenda, and every country sees there its priorities, choosing, respectively, means to achieve them”, - stated Dmitriy Medvedev. – “To describe our plans briefly, these are of course ambitious but specific target indicators. Secondly, we speak of adequate resources and manpower provision. Thirdly, it is a project approach, allowing not just controlling the process but also to see where corrections are required…Thus, we can clearly structure the work to achieve national development goals, and, as well, transform global challenges into new growth sources”.
