Information for Foreign Students
The International Office of Moscow Polytechnic University would like to remind you of the essential requirements of the migration legislation.
Your compliance with these rules is necessary to maintain your legal status in Russia and for your visa extension.
Please ensure you follow these procedures:
- For registration (newly arrived citizens): You must submit your application for registration on on the first working day after your arrival in Russia.
- For registration extension: You must apply for a new registration at least 25 working days before your current registration expires.
We strongly advise you to handle your migration registration well in advance to avoid any issues. The International Office is here to provide you with the necessary support and assistance throughout this process.

ALL foreign students (except citizens of the Republic of Belarus, as well as those holding a temporary residence permit, temporary professional education permit, or residence permit) located in the Russian Federation are required to complete:
1. Medical examination - within 30 days from the moment of crossing the Russian border;
IMPORTANT: After passing the medical examination, you must enter your medical certificates into the database at the following address: State Budgetary Institution "Migration Center", 1st Krasnogvardeysky Proezd, 21, building 1 (Oko Tower)
2. Mandatory state fingerprint registration and photographing – within 90 days of crossing the Russian border.
A medical examination prior to fingerprinting is conducted only at specially authorized medical organizations (list attached). This service is subject to a fee of 5,000 to 7,000 rubles.
Foreign citizens must appear in person for the medical examination. The medical examination includes chemical and toxicological testing for the presence of narcotic drugs or psychotropic substances, the presence or absence of infectious diseases posing a danger to others, and testing for COVID-19 and HIV.
You must bring the originals and copies of the following documents:
- Passport;
- Notarized translation of your passport;
- Migration card;
- Registration ("Amina" for adult foreign citizens from visa-free countries).
Medical reports are valid for 1 year. Care must be taken to renew medical certificates before they expire.
Medical certificates issued abroad (even if properly legalized and translated into Russian) are not accepted.
Fingerprinting and photography are carried out after passing a medical examination only in specially authorized territorial divisions for migration issues - free of charge, in the multifunctional migration center of Moscow - Moscow, Varshavskoe shosse, 64th km, dom.1, p.47 - from 1,000 rubles. or at the address: State Budgetary Institution "Migration Center" st. 1-y Krasnogvardeysky proezd, 21, p. 1 (Tower "Oko") upon presentation of a student card or a certificate of study, the cost is 1,000 rubles.
Foreign citizens must appear in person for fingerprinting. They must bring the originals and copies of the following documents:
- Passport;
- Notarized translation of passport;
- Migration card;
- Registration ("Amina" for adult foreign citizens from visa-free countries);
- Documents confirming completion of the medical examination.
Failure to comply with the law will result in the following sanctions:
Reduction of the foreign citizen's temporary stay.
Determination of undesirability of stay in the Russian Federation (deportation).
List of medical organizations for medical examination
All foreign citizens residing in the Russian Federation are required to have medical insurance. This can be obtained at office B-102 or at any insurance company.
Starting September 1, 2026, the Amina mobile app is the only way to register in Moscow and the Moscow region for foreign citizens aged 18 and older from the following countries:
- Tajikistan,
- Uzbekistan,
- Moldova,
- Georgia,
- Azerbaijan,
- Ukraine,
- Armenia,
- Kazakhstan,
- Kyrgyzstan.
Important:
1. If a foreign citizen registered for migration purposes before September 1, 2026, their migration registration remains valid. Upon expiration of your migration registration period, you must register using the Amina mobile app.
2. Requirements for extending your stay (migration card) at the local branch of the Russian Ministry of Internal Affairs at your place of residence remain in effect. You must appear at the university 45 days before your migration card expires to submit your renewal documents.
ATTENTION
The migration registration procedure for minor foreign citizens, as well as for foreign citizens who have received a temporary residence permit (TRP/RVPO) or permanent residence permit (PRP), remains unchanged. The host party is required to submit notification to the local branch of the Russian Ministry of Internal Affairs at the foreign citizen's place of stay (residence). Within 72 hours after entering the Russian Federation one has to take a PCR-test. It can be done individually, or at the dormitory. However, in case one decides to take the PCR-testing at the dorms, they`ll have to be quarantined until the results are available.
The next day after the quarantine ends the student has to come to Moscow Poly visa-consular department (Moscow, Bolshaya Semyonovskaya st. 38, office N-315) for migration registration procedure.

All foreign citizens and stateless persons arriving to study at Moscow Polytechnic University are required to report to the Department of Consular, Visa and Migration Registration (office B-102) on the first working day after crossing the state border of the Russian Federation.
Required documents:
- Passport,
- visa (citizens of Latvia, Lithuania, Estonia, Turkmenistan, Georgia, and other non-CIS countries),
- migration card, which is completed upon entry into the Russian Federation.
For international distance learning students: a certificate from the Multifunctional Center (or a call-up letter) indicating the session period.
- Receipt for payment of the final semester of tuition (for fee-paying students);
- Current registration in case of registration extension/change of residence;
- Residence permit/Temporary Residence Permit/Residential Postal Service (if available);
- Medical certificates (if available);
- Fingerprints (if available);
Violation by a foreign citizen or stateless person of the rules for entry into the Russian Federation or the rules for stay (residence) in the Russian Federation entails the imposition of an administrative fine of five to seven thousand rubles.
All foreign citizens and stateless persons arriving to study at Moscow Polytechnic University from Latvia, Lithuania, Estonia, Turkmenistan, Georgia, and other countries are required to apply for a student visa extension 45 calendar days before the expiration of their previous visa. If the visa is not extended within the established timeframe, the student will not be extended. They will submit an invitation for a single-entry visa with a mandatory flight back to their country of residence.
Required documents are:
- Passport;
- Valid visa;
- Fingerprinting;
- Current medical reports;
- Migration card, which is filled out upon entry into the Russian Federation;
- Tear-off coupon of the foreign citizen's arrival notification form;
- Receipt for payment of the visa fee;
- 1 photo (3x4);
- Copy of the tuition contract (for fee-paying students);
- Receipt for payment of tuition (for fee-paying students).
ATTENTION: the passports valid less than for 6 months will not be accepted!
Required documents:
- Passport;
- Valid registration ("Amina" for adult foreign citizens from visa-free countries);
- Migration card, which is completed upon entry into the Russian Federation.
Foreign citizens, willing to submit documents for making invitations must submit their applications not less than 45 calendar days prior to the planned date of arrival.
Required documents are:
- International passport scan (valid not less than 1,5 years);
- Domestic passport scan (if applicable);
- A scan of the International Passport Translation;
- Filled-in application form for making an Invitation Letter;
- Receipt for a state duty payment (for the preparatory department students).
ATTENTION: the passports valid less than for 1,5 years are NOT accepted!
When changing a passport, a foreign citizen must appear at the Department of Consular, Visa, and Migration Registration to amend their migration registration and update their data in the Russian Ministry of Internal Affairs database no later than three days after receiving their passport. Failure to comply with the obligations of Russian Federation migration law will result in the international student being held personally liable for the violation.
When leaving Russia, you must notify the Department of Consular, Visa and Migration Registration 10 days before your departure and complete an application with the dormitory commandant.
